Irinel Popescu was born in Filiași, Dolj County, attended Frații Buzești High School in Craiova and the Faculty of Medicine at the Carol Davila University of Medicine and Pharmacy in Bucharest, which he graduated in 1977 with an average of 9.98.[3]
He was ranked first in the year’s "Internship Competition in Surgical Specialties" and received the "Elena Dimitriu" award for the best graduation average and the best result in the internship exam.[3] In 1980, he became resident in surgery and the Assistant Professor at “Carol Davila” University of Medicine and Pharmacy in the Surgical Department of Fundeni Clinical Institute.[3] In 1983 he became Attending Surgeon (medic specialist) being classified first at the national competition and in 1990 a Senior Attending Surgeon (medic primar) and a PhD with the thesis "Acute hemorrhagic gastric ulcers; clinicopathological study of 340 cases” at the Carol Davila UMF Bucharest, under the guidance of Dan Setlacec.
He completed several training courses in liver transplantation (Berlin, 1989, Paris, 1990, Pittsburgh, 1991–1992, New York, 1992–1994). After 1995, he took part in the construction of the national organ transplantation program in Romania, becoming the President of the "Romtransplant" Association in 1997 and representing Romania in the Council of Europe – the Transplantation Commission. Together with Prof. Virginia Ion and Dr. Victor Tomulescu, he introduced the program for myasthenia gravis at the Fundeni Clinical Institute.[4]
In 1999, Popescu became Professor of Surgery at the Carol Davila UMF and Head of the Department of Surgery at the Fundeni Clinical Institute. In 2000, he obtained the certificates of the Ministry of Health of specialization in liver surgery and liver transplantation, oncological surgery, laparoscopic surgery, and medical management of health.[5] Also in 2000, he introduced liver transplantation at the clinical level (the first successful surgeries on an adult, with a whole liver, and a child, with a fragment of a liver) in the Center for Digestive Diseases and Liver Transplantation Fundeni. Currently, the number of transplant surgeries has exceeded 1,000.
He also had important contributions to establishing transplantation programs in the Republican Hospital in Chișinău (2013), the Sfânta Maria Hospital in Bucharest (2013), and the Sfântul Spiridon Hospital in Iași (2016).[5] In 2006, he founded ARCHBPT (Romanian Association of Hepato-bilio-pancreatic Surgery and Liver Transplantation), laying the foundations for training in the hepato-bilio-pancreatic surgery subspecialty (national coordinator of the hbp surgery certificate organized by the Ministry of Health). He made numerous theoretical contributions in Romanian surgery in liver (extended hepatectomies, total vascular isolation, two stage hepatetomies, ALPPS procedure) and pancreatic surgery (posterior approach, total excision of the mesopancreas).
In 2008, Popescu introduced robotic surgery in Romania within the "George Emil Palade" research platform of the Carol Davila UMF Bucharest (over 1,000 robotic surgeries performed in the Digestive Diseases and Liver Transplantation Center of the Fundeni Clinical Institute). He became the coordinator for Training Programs (doctoral, postdoctoral studies) within the "George Emil Palade" Interdisciplinary Training and Research Platform for Translational Medicine at the Carol Davila UMF. He guided 20 doctoral students with completed theses.
Since 2012, he has been the Manager of the Center for Digestive Diseases and Liver Transplantation – Fundeni Clinical Institute.[6] In 2012, he won an European funded project for the construction of the Center of Excellence in Translational Medicine (CEMT) within the Fundeni Clinical Institute.[6] The center was inaugurated in March 2016 with laboratories of pathology, molecular biology, cell cultures, a tumor bank, and a laboratory of experimental surgery.
As the coordinator of numerous research projects, he obtained the title of Scientific Researcher first degree (2019) and made important contributions to the genomics of pancreatic cancer and cholangiocarcinoma.[7]
Since 2016, he has been a professor in the School of Medicine at Titu Maiorescu University, where he established the Nicolae Cajal Medical Research Institute.[8] In 2020, he was appointed Associated Professor at the Faculty of Medicine of Dunărea de Jos University in Galați, Enna extension (Italy), and received the title of Professor Emeritus of Dunărea de Jos University (2020). He was also appointed Visiting Professor at the University of Belgrade (2019) and at the Nicolae Testemițanu State University of Medicine and Pharmacy in Chișinău, Moldova.
