Oleh Tatarov

Oleh Tatarov (Ukrainian: Олег Юрійович Татаров; 31 August 1982, Novoukrainka, Kirovohrad Oblast) is a Ukrainian lawyer and administrator. As of 2020, he is the Deputy Head of the Office of the President of Ukraine.[1]

Early life

In 2003, Tatarov graduated from the National Academy of Internal Affairs. In 2005, he received a master's degree from the National Academy of Internal Affairs.

In 2010, he graduated from the Taras Shevchenko National University of Kyiv with a degree in accounting and auditing.[2]

Tatarov graduated from the University of London and obtained a European bar license. [2]

In 1999–2014, he served in the internal affairs agencies.[2]

From 2011 to 2014, he was the Deputy Head of the Main Investigation Department of the Ministry of Internal Affairs.[3]

Since 2014, he has been practicing law, managing partner of Tatarov, Farynnyk, Holovko.[2]

On 5 August 2020, he was appointed Deputy Head of the Office of the President of Ukraine by President Volodymyr Zelenskyy's decree.[1]

Tatarov started in the presidential team by coordinating the work of law enforcement agencies: the National Anti-Corruption Bureau of Ukraine, the Security Service of Ukraine, the State Bureau of Investigation of Ukraine, and the National Police of Ukraine.[4] Tatarov was later the head of several different parts of the Ukrainian criminal justice system – the bodies of pre-trial investigation, including the prosecutor's office, and the courts that hear criminal cases.[4]

Bribery allegations and case

Maksym Mykytas, former head of the construction company Ukrbud, testified in court that in 2019, when Mykytas was a suspect in a case of theft, Tatarov gave a US$600,000 bribe to High Anti-Corruption Court of Ukraine (HACC) employees to convince the HACC to release Mykytas on bail at a low value of the bail bond. Mykytas also testified that he himself had given a bribe to judges of Solomianskyi District Court, via Tatarov.[5]

Bribery case

In December 2020, Tatarov was charged by the National Anti-Corruption Bureau of Ukraine (NABU) with having bribed a forensic expert during his work for the construction company Ukrbud.[5] According to the NABU investigators, the forensic expert, who worked at the Kyiv Scientific Research Institute of Forensic Expertise of the Ministry of Internal Affairs, was to be given a parking space worth 250,000 in exchange for creating fake documents to hide losses of 80,000,000.[6] NABU published documents that it stated show WhatsApp correspondence establishing Tatarov's agreement to bribery.[5][7]

During the investigation, the Prosecutor General of Ukraine, Iryna Venediktova twice replaced the prosecutors responsible for the case.[7] On 23 December 2020, Deputy Prosecutor General Oleksiy Symonenko transferred the case to the Security Service of Ukraine (SBU).[8] NABU considered the transfer to be illegal.[7]

A 13 January 2021 decision of the High Anti-Corruption Court of Ukraine (HACC) stated that the case was in the jurisdiction of NABU. Anti-Corruption Action Center (AntAC) interpreted the decision as legally obliging Venediktova to return the case to NABU.[8] According to The Kyiv Independent, the SBU did not carry out any investigation.[7]

On 14 December 2021, the Shevchenkivsky District Court ordered the case against Tatarov to be closed, on the grounds that the case had passed the time limit for investigation.[7]

Analysis

Transparency International interpreted the initial change in prosecutors as an "attempt to sabotage the case" and the case as a whole as having been "buried".[6]

Recognition

In December 2021, Tatarov took 12th place in the top 100 most influential people of Ukraine, according to Focus magazine.[4] According to experts, Oleh Tatarov's influence on the system increased in 2021. First of all, this happened after Arsen Avakov left his post as Minister of Internal Affairs.[4]
