Driving licence in Pakistan

Any person at least 18 years old can apply for a driving license of non commercial vehicle and 21 years old to get commercial vehicle. However you need an experience of Car or LTV of 3 years to be eligible for the license of HTV. The applicant must show their National Identity Card and be able to read a car number plate from a distance of 20.5 meters (65').

For a new license the person needs to apply first for a learner's permit.

• The candidate needs to come to the office, in person.
• The candidate needs to show a valid CNIC (Computerized National Identity Card)
• The candidate can only apply in the district of their domicile (In case of the out district, permission may be granted from the concerned CTO/DPO (Chief Traffic Officer/ District Police Officer) in advance.
• However the licensing authority of National Highways and Motorways Police and the Licensing authority Lahore could entertain each and every district's resident for the making of a new driving license.
• In the case of Government employee or the member of armed forces, you need to bring departmental letter to the district licensing authority where you are currently posted at.
• Government Employee or the member of armed forces also need to prove their identity to the posted district license authority through the departmental service or paid card for armed forces.
• Paste a ticket of PKR 60 for each category e.g. motor bike, car, etc.
• No Medical form is required for the learner permit until the age of 50 years, however you need to provide fresh medical for each process after that, duly signed from the authorized medical practitioner

Medical test is not required for the applicant of learner permit until the age of 50+. The learner's permit is valid for six months normally. It gets mature after 42 days and after that the person is eligible for a computerized Driving License. In this six months time Candidates have to pass through a series of tests. Phase 1 requires to pass a computerized MCQs test, which contains road signs test. If the candidate fails, then the candidate shall retry phase 1 after a gap of 42 days. Passing requires at least 50% correct answers. After Phase 1, Phase 2 is a practical test in which the candidate is tested to drive in narrow spaces, and park in a narrow space. Most of the licensing authorities in Pakistan conduct this test in the "L" shape. If during the test, the candidate's car touches any of the poles/traffic safety cones, then a retest can take place after 42 days.

After successfully passing the road signs and theory test and the practical test the person can get the computerized driving license which is valid for 5 years. The delivery of the license is made through the courier service and it totally depends on the working load of printing press, normally it takes 3 to 15 days to be delivered at your given address.

The National Database & Registration Authority has developed an RFID-based driver's license that bears a license holder's unique, personal information as well as stores data regarding traffic violations and tickets issued / outstanding penalties. Data is stored in two halves of the chip. One half contains the personal information of the license holder and cannot be changed or modified. The second half is re-writable, where history of violations can be recorded. At the end of the day, violation data is transferred from the policeman's handheld device to local police station which is then transferred to the central server (at district/state level) through secure channel that ensures data security and integrity. The e-Driver's License system has been developed to automatically revoke driving rights in case of traffic violation. Comprehensive data of violations is electronically stored and available to the authorities. The e-driver's license also allows the authorities to provide for supplementary provisions and services. The RFID driver's license enables improvements in identity verification, privacy protection and highway safety.

LTV.HTV.PSV

1 Learner's driving permit of motorcycle / motorcar / LTV / HTV / PSV / tractor (agriculture) shall be valid for six months, however the applicant can appear for practical driving test after 42 days

2 Learner's driving permit of construction / agriculture machinery shall be valid for one year, however the applicant can appear for practical driving test after six months 3 If your learner got expired after 6 months, than you can renew it anytime and could appear in driving test at any time. 42 days maturity time is only needed for your first learner period.

3 Foreigners' Driving License shall be valid for the duration of valid Pakistani visa

4 International Driving Permit issued by the Islamabad licensing authority shall be valid for one year however International driving license of Punjab is valid of 3 years.

5 All other categories of Driving Licenses issued under these Rules including PSV licenses shall be valid for 5 years

6 Any type of license could be cancelled/suspended by the Authority or a competent Court earlier

In Pakistan, there are different categories of driving license.

• Motorcar/jeep: motorcar/jeep driving license is valid for non-commercial car.
• Motorbike/rickshaw
• LTV: light transport vehicle driving license is valid for commercial car/taxi, jeep, mini bus, Mazda and lightweight transport.
• HTV: Heavy transport vehicle driving license is valid for buses, trucks, trailers, cranes, and any type of heavy transport.
• Tractor (agricultural)
• PSV: public service vehicle
• International driver's permit

If a person has a valid driving license in Pakistan, he/she can verify the status of his/her license through license authority website of his province. He/she has to put his/her CNIC number to the system. The system provides following information of that licensee.[1]

• License number
• Name
• Father/husband name
• City
• Allowed vehicles (M.Cycle, M.Car, Jeep, LTV, HTV etc)
• Issue date
• Valid from
• Valid to
• Status

Driving license in Pakistan usually issued for 5 years. After completion of 5 years, a renewal of license is required for further 5 years. For this purpose, a licensee should visit his nearest driving license office with required documents. Following documents are required to submit.[2]

• Filled application form
• 2 passport size photographs
• A copy of CNIC
• Current driving license (expired)
• Required tickets of relevant license

If one has lost his driving license for any reason, he can apply for its duplicate at any time. In this case you need to bring

• Original CNIC
• Lost report by and police station about your driving license
• Fresh Medical form (available in license centers.

After completing the process, the license is posted to the address mentioned in the application form.
