Previously an attached agency of the Department of Transportation and Communications (DOTC) and the Commission on Information and Communication Technology (CICT), the Philippine Postal Corporation is under the direct jurisdiction of the Office of the President of the Philippines.
The Overseas Filipino Bank, previously the Philippine Postal Savings Bank, is one of three government-owned banks in the Philippines, it was formerly organized under PHLPost. Now, it is a separate company.
History

The Post Office dates way back to 1660 when it was established by Charles II of England, United Kingdom under the guise of the General Post Office (GPO).
The local postal system before pattered during this era. In 1767, the first post office was established in the City of Manila under a new postal district of Spain.
It was then that the Badageros or horseback-drawn letter carriers were dispatched to deliver mail from the “Tribunal” or town hall to "Casa Real" or the provincial capital.
During the 17th and 18th centuries, the exchange of mail between countries was largely governed by bilateral postal agreements with the establishment of the Universal Postal Union (UPU) on October 09, 1874.
It was during the Philippine Revolution, when President Emilio Aguinaldo ordered the establishment of a Post Office to provide postal services to Filipinos. Then Bureau of Post finally joined the Universal Postal Union on January 1, 1922.
Inaugurated in 1931, the Manila Central Post Office is considered the grandest building and the most prominent landmark and tourist attraction in the City of Manila. It is a neo-classical building located in Liwasang Bonifacio, near the bank of the Pasig River, designed by Filipino Architect Juan Marcos de Guzman Arellano.
The historic building was destroyed during World War II in 1945, but was rebuilt in 1946, after the war.
Under the direct supervision of the Office of the President, the principal postal hub of today's Philippine Postal Corporation, the Post Office houses a modern and efficient look, aimed at improving the efficiency and delivery of mail, parcels, and money order remittances.
As a member of the Universal Postal Union (UPU), the Post Office takes to heart the “huge responsibility” in fulfilling its mandate.
The UPU is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services. It sets the rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel, and financial services volumes and improve the quality of service for customers.
Hence, PHLPost continues to serve the country and its people here and abroad.
Day in and day out, you’ll find post offices nationwide are abuzz with activity. Mails and parcels. Money orders. Remittances. Stamps. And with its vast network of almost 1,400 post offices, PHLPost letter carriers continue to serve the public, even reaching the most far-flung communities and islands in the Philippines.
Today, under the helm of Postmaster General and CEO Luis D. Carlos who was appointed by President Ferdinand R. Marcos Jr. last March 28, 2023, the new Postmaster General urged his fellow postal workers to show our countrymen the highest level of service. “Ibalik natin ang karangalan na maging isang kawani ng PHLPost” (Let us bring back the pride of being a postal worker at PHLPost). He added, “Hindi natin kailangan baguhin ang buong sistema, ang kailangan ngayon ay pagandahin ang serbisyo natin” (It is not necessary to change the system, all it needs now is to improve the service), he said.
To spur economic growth, particularly in agri-business, PMG Carlos believes that PHLPost as an institution can be a major logistics provider of our farmers and the agricultural sector by entering a Memorandum of Agreement with the Department of Agriculture. With this, the delivery of agricultural products such as seedlings, fertilizers, and crops to far-flung areas without access to major cities in the provinces will be much easier and faster for our farmers.
