Background
On July 22, 1941, exactly one month after the start of the Great Patriotic War, German aviation for the first time carried out a massive air raid on Moscow, which was comparatively reflected successfully.
On July 24, the Germans repeated the bombardment, this time they managed to drop 300 tons of High Explosives and Incendiary Bombs. Against the backdrop of heavy losses in the air forces of the Red Army Propaganda Minister of Nazi Germany, Joseph Goebbels announced that the Soviet aviation is defeated, and the commander-in-chief of the Luftwaffe Hermann Goering is credited with the phrase: "No bomb will ever fall on the capital of the Reich!"[1][2] (the original phrase "No enemy bomber can reach the Ruhr" was said in September 1939 and subsequently rewritten;[3][4] already in June 1940, a French Air Force bomber became the first plane to bomb Berlin[5]).
At this time, the Soviet Baltic Fleet aviation developed a plan to strike from the Leningrad airfield hub at the base of the German Navy in Pillau.[6] Commander Air Force of the Navy of the USSR Lieutenant General S. F. Zhavoronkov proposed to redirect the forces prepared for the strike.[7] July 26 People's Commissar Navy Fleet of the USSR Admiral N. G. Kuznetsov together with Zhavoronkov at a meeting with Stalin suggested that he carry out retaliatory bombardments of Berlin by the forces of the Baltic Fleet Naval Aviation from airfield and "Cahul " on the island of Ezel - the westernmost point of land at that time, controlled by Soviet troops, but already in the rear of the rapidly advancing troops of Wehrmachta.
