Shi has been imprisoned as a political prisoner three times and sentenced to life imprisonment twice. He has served a total of nearly 26 years in prison, so he is known as "Taiwan Mandela."

Shih served as the Chairman of the Democratic Progressive Party from 1993 to 1996.

He was the member of the Legislative Yuan from 1993 to 2002.
