Premise

Set in January 2118: "While attending a meeting as a Chief Inspector of the Public Security Bureau, Akane Tsunemori received a report that an incident had occurred on a foreign vessel. Akane and Atsushi Shindo, head of the Statistics Division of the Ministry of Health and Welfare, who was also attending the conference, rush to the scene, but for some reason, the authority to investigate is delegated to the Action Division of the Overseas Coordination Bureau of the Ministry of Foreign Affairs. From the ship, Dr. Milicia Stronskaya, whom Atsushi had invited as a guest for the meeting, is found dead. Behind the incident was the existence of the "Peace Breakers", which the Action Division had been pursuing for a long time. The Criminal Investigation Department's Division 1 learns that the incident was caused by the "Peacebreaker", who is targeting Dr. Stronskaya's established research, known as the "Stronskaya Document", and forms a team to conduct a joint investigation with the Behavioral Investigation Department. There, they find Shinya Kogami, a former fugitive from the Public Security Bureau. With the cooperation of Joji Saiga, with whom Dr. Stronskaya had last communicated, the team heads for Dejima to obtain the document. Akane and Kogami are confronted with an unexpectedly large case involving the "Stronskaya Document". A truth is hidden that will shake the Japanese government and the Sibyl System. The "untold story" that connects the missing link between Psycho-Pass: Sinners of the System Case 3: On the Other Side of Love and Hate and Psycho-Pass 3 will finally be revealed."[1]

Production

The film was first revealed in August 2022 as part of a celebration of the Psycho-Pass anime series reaching its 10th anniversary with Naoyoshi Shiotani returning to direct at Production I.G, and TOHO is distributing. The 10th anniversary was promoted by Tomokazu Seki, voice of one of the leads, Shinya Kogami. The radio program was also used again with Kenji Nojima, voice of Nobuchika Ginoza, serving as host. Multiple other promotional events were made across 2022.[3]

In January 2023, it was announced the film would premiere on May 12, 2023 featuring the return of writers Makoto Fukami and Tow Ubukata.[2] The theme song "Alexithymia Spare" by Ling Tosite Sigure, while the ending theme song "Tōjisha" (当事者, The One Concerned) by Egoist.[4]

Crunchyroll licensed the film internationally and is set to release the film in theaters on July 14, 2023.[5]
